Compensation/BenefitsSalary Range: $12,976.00 - $15,773.00 per month (24/25 Management Salary Schedule). Eligibility per agency regulations.Scope of PositionUnder the direction of the Vice President, Student Services/Assistant Superintendent, the Finance/Scholarship Officer provides strategic leadership and administrative oversight of all student financial support services, including Title IV federal and California state financial aid, institutional scholarships, and veterans benefits. The role ensures compliance with regulations, manages department budgets, advances institutional goals related to access and equity, oversees technology systems, staff development, and cross‑department collaboration, and serves as the primary compliance officer for financial aid and veterans programs.ResponsibilitiesProvide strategic leadership and oversight for federal Title IV, state and institutional financial aid, scholarships, and veterans education benefit programs, maintaining compliance and eligibility.Develop and maintain internal policies in alignment with updates from federal and state agencies. Monitor legislative and regulatory changes.Direct the full lifecycle of financial aid operations: application processing, eligibility determination, awarding, budgeting, disbursement, reconciliation, and return of funds.Administer institutional and donor‑funded scholarship programs.Direct the Veterans Affairs program, including certification of benefits, fund requests, reporting, and regulation compliance.Lead the implementation and maintenance of financial aid management systems, collaborating with IT and vendors.Manage student appeals related to financial aid and veterans benefits, ensuring responsive student‑centered support.Recruit, train, supervise, and evaluate a diverse staff across financial aid, scholarships, and veterans services.Develop, monitor, and manage budgets for financial aid, scholarships, and veterans services, supporting fiscal planning and resource development.Plan and assess short- and long‑term initiatives and programs, leading department reviews and using data for continuous improvement.Ensure timely submission of federal, state, and institutional reports (FISAP, ECAR, IPEDS, MIS, CSAC). Leverage data analytics for awarding trends and equity initiatives.Direct the preparation, retention, and confidentiality of student financial aid, scholarship, and veterans records, ensuring privacy compliance.Serve as liaison and advocate across campus and with external agencies.Maintain effective communication with students, faculty, staff, and partner organizations to support coordinated services.Collaborate with key departments such as Admissions & Records, Counseling, EOP&S, Academic Affairs, Finance, and the SRJC Foundation.Represent the District at local, regional, state, and national conferences and meetings.Participate in participatory governance and present to the Board of Trustees.Demonstrate sensitivity to historically minoritized groups and support an inclusive environment.Knowledge ofFederal, state, and local financial aid programs and regulations, and award packaging processes.Scholarship management criteria.Student information systems and financial aid technology platforms.Financial planning, forecasting, and budget oversight.Strong interpersonal, verbal, and written communication.Leadership best practices in supervision, professional development, and performance management.Relevant federal and state regulations including FERPA and IRS.Conflict resolution skills with diverse stakeholders.Knowledge of lived experiences of students from diverse backgrounds.Ability toEnsure compliance with federal, state, and local policies.Oversee administration of Title IV, state and institutional aid funds.Effectively train, supervise, and evaluate staff.Communicate effectively orally and in writing.Interpret, apply, and explain policies and procedures.Foster a team‑oriented environment through communication and mutual respect.Utilize current office technologies and software platforms.Assess challenges and make data‑informed decisions.Deliver high‑quality work within established timeframes.Exercise initiative and autonomy with minimal supervision.Plan, prioritize, and organize workflows for operational efficiency.Document practices per institutional policies and regulatory standards.Engage respectfully with individuals from diverse backgrounds.EducationBachelor's degree, preferably in education, finance, business, or related field.
