The Department of State Hospitals - Napa, Health Information Management Department is accepting applications to fill a permanent, full time Health Records Technician III position.

Under general direction, plans, organizes and assigns work areas to record coders and abstractors; resolves difficult technical abstracting and coding problems; analyzes quality control activities; acts as a consultant to records personnel in hospitals, laboratories, clinics and registries; conducts training activities and workshops; gives lectures; and consults with and advises superiors on operational matters.

HEALTH INFORMATION ADMINISTRATION
-Plans, organizes, directs, and controls assigned work areas; resolves most difficult technical health information issues; analyzes and reviews health information systems for efficiency, quantity, quality, and timeliness; assures department policies and procedures are current and accurate.
-Consults department and other agency staff and advises administrative team members on health information matters.
-Efficiently allocates resources within Health Information Management Department.
-Assures resources and equipment are available for staff to perform their duties.
-Keeps the department updated on rules and regulations involving health information privacy and security in accordance with HIPAA, HITECH, ARRA, and other regulations that may be enacted.

PERSONNEL MANAGEMENT AND SUPERVISION
-Oversees Health and Safety programs within the department, focusing on training, prevention, and maintaining safe work environments.
-Addresses and resolves personnel issues following Administrative Directives and Human Resources Department recommendations.
-Assures annual and probationary performance evaluations are completed within allowable timeframes.
-Supports facility directives on commendations, counseling, adverse or other administrative actions to improve performance and recognize accomplishments.
-Orients and trains new supervisors and staff in Health Information Management Department and is responsible for key control activities.
-Provide training to Health Records Technician I's on Medicare Billing inside the Nursed Stations on the unit. Ensures staff work productively and safely on the units.
-Audit, at least quarterly, the billing of Health Records Technician I's on the Nursing Station on the patient Units.
-Ensure all bill audits are coded correctly to ensure maximum reimbursement.

LEADERSHIP
-Implements department goals, objectives, and activities.
-Facilitates revisions and updates of department manuals.
-Develops and conducts health information management trainings, orientations, and workshops.
-Supports and guides staff in developing and maintaining effective working relationships with medical staff and other departments' staff.
-Maintains open communications; encourages and solicits feedback from staff to offer their ideas and input.
-Upholds the American Health Information Management Association principles and tenets.

RELATIONSHIPS
-Promotes and maintains a professional, calm, and courteous attitude at all times.
-Builds cooperative working relationships while upholding rules and regulations.
-Works with hospital staff to ensure appropriate documentation is in the record as required by numerous and varied regulations.

- Basic medical terminology, human terminology and human anatomy; health record systems and methodology used by health facilities; classification of morbidity and mortality information for statistical purposes.
- Must possess a detailed knowledge of the various record systems used by health facilities; diagnostic techniques and modes of therapy as well as gross anatomy and medical terminology; an understanding of the principles of effective
