The City Clerk is accepting applications from Napa Residents for a total of THIRTEEN (13) openings: three openings on the Building and Fire Code Board of Appeals, two to serve concurrently on Disability Access Board of Appeals, three openings on the Disability Access Board of Appeals, one to serve as a designated physically handicapped person member and two to serve concurrently on the Building Fire Code Board of Appeals, one opening on the Napa Valley Library Commission, two on the Parks, Recreation and Tree Advisory Commission, one as a person who demonstrates experience in one of the required fields and one high school non-voting member, two openings on the Planning Commission, one opening on the Public Finance Authority and one opening on the Senior Advisory Commission, as a senior agency representative.

The Building and Fire Code Board of Appeals is the local appeals board for the City of Napa regarding issues related to building and fire codes. If requested by the Chief Building Official or the Fire Code Official, the Board may also provide advisory comments regarding issues such as the potential adoption of new codes or proposed code changes. Each member should demonstrate knowledge, experience, and training in matters related to building construction and fire protection. Three appointments shall serve concurrently on the Disability Access Board of Appeals. Applicants must be City of Napa residents and registered voters. The Board has no regular meetings and are called as needed.
The Disability Access Board of Appeals renders decisions when a person aggrieved by a determination made by the Chief Building Official or Fire Code Official in administering or enforcing access to "public accommodations or facilities" appeals the determination. Two of five members are "physically handicapped persons", and the remaining three members also serve on the Building and Fire Code Board of Appeals. Applicants must be City of Napa residents and registered voters. The Committee has no regular meetings and are called as needed.
The Napa County Library Commission functions under the authority of the County Board of Supervisors, reports on matters concerning the library, and serves as community advocates on behalf of the Library. The Commission is made up of eight members appointed as follows: two appointed by the Napa City Council; three appointed by the County Board of Supervisors; one appointed by the Calistoga City Council; one appointed by the American Canyon City Council; and one appointed by the Yountville Town Council. Term of office is for a period of three years. The City of Napa representative to the Napa County Library Commission must be a resident of the City of Napa. Meetings are held the first Thursday of every other month.
The Parks, Recreation and Tree Advisory Commission is advisory to City Council and the Parks and Recreation Services Director on matters affecting the acquisition, development and maintenance of parks within the city; public recreation; cultural activities of public interest; matters affecting development of privately and publicly landscaped areas within the city; and matters related to trees, tree preservation and arboriculture, including the review of city tree ordinances, policies and programs. The commission is also authorized to take action as the decision-making body for specified actions set forth in the Municipal Code, particularly related to appeals of decisions regarding planting and removal of city trees under chapter 12.44 and the consideration of permits for activities affecting significant trees and appeals of determinations regarding activities affecting protected trees pursuant to chapter 12.45. Seven voting members appointed by the City Council. One member is a non-voting high school student in the City of Napa. Commission meets on the third Wednesday of every other month at 6:00 p.m. in the City Hall Council Chambers, 955 School Street, Napa.
The Planning Commission is advisory to the City Council on matters related to land use and planning, particularly related to amendments to the City's General Plan policies and Zoning Ordinance. The Planning Commission is the decision-making body for specified land use actions, including conditional use permits and design review permits. The Planning Commission meets regularly on the first and third Thursday of each month at 5:30 p.m. in the Council Chambers, located at City Hall, 955 School Street.
The Public Financing Authority (PFA) is the governing board for the Napa Enhanced Infrastructure Financing District (EIFD). The EIFD provides financing of public capital facilities and other specified projects of communitywide significance that provide significant benefits to properties within the EIFD or the surrounding community. Applicants must be City of Napa residents and registered voters. Meetings are held annually and as necessary to perform the responsibilities under the EIFD Law. They are held at the City Hall Council Chambers, 955 School Street, Napa.
The Senior Advisory Commission makes recommendations to the City Council and the Parks and Recreation Services Director on matters regarding services, facility use, and recreational activities at the Napa Senior Center, as well as establishes short and long term goals for senior programs. Applicants must be City of Napa residents and registered voters. Commission meets on the first Wednesday of every other month. Meetings being at 2:00 p.m. at the City Hall Council Chambers, 955 School Street, Napa.

The City of Napa recruits throughout the year for interested residents to serve on a variety of boards and commissions that examine issues of community concern. Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary, but are typically either two or three years. Most board members must be city residents and registered voters.
