Senior Civil Engineer

The City of Napa is seeking a dedicated, collaborative, and highly skilled Senior Civil Engineer to lead our Engineering and Capital Improvement Program (CIP) Team within the Public Works Department. Reporting to the Deputy Public Works Director, you will manage a division of eleven (11) engineers and paraprofessional staff and the City's Five-Year Capital Improvement Program, which averages $15$20 million annually. The CIP encompasses a wide range of vital community projects from bike and pedestrian pathways, street and traffic upgrades, and building renovations to parks and public facility improvements. These projects are funded through the General Fund and a variety of special revenue sources including Measure U, a half-cent sales tax that generates approximately $10 million annually for maintenance, reconstruction, and rehabilitation of the City's streets, sidewalks, and related infrastructure, and Measure G, which further supports sustainable investments in Napa's long-term infrastructure needs.

The ideal candidate will be a seasoned licensed Civil Engineer and leader who excels at managing multiple projects, mentoring staff, and fostering a culture of collaboration, accountability, and innovation. You will work closely with internal departments, outside agencies, and the community to ensure that public works projects reflect the City's priorities and vision for a vibrant, sustainable, and resilient future.

This recruitment and examination is being conducted to fill one (1) vacancy and may be used to fill future similar vacancies as they occur during the active status of the employment list. The active status of this employment list will be for six (6) months unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules.

These testing steps may be conducted on a pass/fail basis, and/or percentage-based scoring methodology. Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months but may be twelve (12) months depending on the classification. When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
