Responsibilities
We are seeking a highly motivated individual to join our Software Business Development team, working closely with American Aerospace Defense and Federal Government customers to enable their success by integrating Keysight Design Software into their solutions and programs. Ideal candidates will possess RF and microwave knowledge and an advanced business degree or relevant experience. You will join a dynamic, high-performing, and supportive team dedicated to your growth.
The Proposal Manager will report to the EDA Software Business Development Manager and will be responsible for:
- Spearheading Proposal Strategy: Identifying and analyzing solicitations that match Keysight EDA's capabilities, engaging stakeholders internally and externally to identify opportunities.
- Leading Proposal Planning: Developing proposal outlines, compliance matrices, conducting color reviews, and managing schedules from start to finish, including RFIs and Requests for Proposals.
- Identifying Competitive Strengths: Leveraging key strengths to craft compelling proposals.
- Strategizing and Implementing EDA Software Initiatives: Creating strategies for growth in the US Government and Aerospace & Defense sectors.
- Achieving Financial Objectives: Driving proposals that contribute to incremental growth.
- Government Liaison and Funding Oversight: Monitoring grants and awards, staying updated on FAR and government regulations.
- Prime Contractor Engagement: Collaborating with sales to incorporate Keysight solutions into prime contractor proposals.
- Resource Coordination: Ensuring cross-functional support to meet technical and commercial customer expectations.
You are expected to be a U.S. citizen passionate about strengthening national security, a strong problem-solver eager to learn, and committed to excellence.
Qualifications
- Education: MSEE or MSCS preferred; MBA is a plus; Bachelor's in business-related fields considered.
- Proposal Management Experience: Proven success in proposal management, with 7-10 years preferred.
- Federal Proposals: Familiarity with US Government grants and awards.
- Strategic Planning: Ability to assess proposals and develop aligned strategies, understanding defense and aerospace markets.
- Proposal Skills: Strong in crafting and presenting compelling proposals.
- Coordination Skills: Excellent project management and leadership abilities across teams.
- Technical Acumen: Understanding of Keysight EDA software and ability to communicate with technical/non-technical stakeholders.
- Communication and Negotiation: Excellent verbal/written skills and negotiation proficiency.
- Adaptability: Ability to adjust strategies with market changes.
Additional qualifications include a deep understanding of FAR, Shipley or APMP certification, and security clearance eligibility (TS/SCI preferred). U.S. citizenship is required.
