Job Summary

Responsible for complex (journey-level) grant coordination, technical assistance, and administration work. Tasks include preparing, maintaining, and reviewing compliance of sub-grants; evaluating grant applications; and serving as a liaison between funding sources and local entities. Work is under general supervision with moderate initiative and judgment.

Essential Functions

  1. Serve as a programmatic manager for client stakeholders.
  2. Provide FEMA PA policy expertise and guide clients through administrative and policy challenges.
  3. Establish strategic and tactical goals with clients, ensuring timely and cost-efficient delivery.
  4. Coordinate program teams and recovery client engagements operationally and administratively.
  5. Identify and implement process improvements to enhance productivity and efficiency.
  6. Ensure compliance with procurement laws, rules, and regulations including OMB circulars and CFR.
  7. Support clients' disaster recovery efforts across multiple projects.
  8. Perform project validation reviews and address compliance issues.
  9. Review supporting documentation for subawards to ensure proper reimbursements.
  10. Perform other duties as assigned.

Minimum Qualifications

  • Bachelor's degree and U.S. citizenship.
  • Successful background check including criminal and motor vehicle reports.
  • 3-5 years of experience in FEMA PA Program.
  • Strong policy background, including CFR Section 200 and grant management.
  • Proven track record in disaster recovery management.
  • Excellent verbal and written communication skills.
  • Proficiency in Microsoft Office, especially Excel.
  • Experience managing federal grants and projects.
  • Experience in disaster recovery missions for public or private sectors.

Physical and Environmental Demands

Work may be in an office or field environment, including deployment to disaster sites. Ability to work extended hours, in inclement weather, and traverse damaged sites is required.
