The office of Senate Counsel, Research and Fiscal Analysis (SCRFA) is accepting applications for an Analyst position assigned to the Tax committee. This position is full-time and eligible for a variety of state benefits and insurance. The position is also eligible for Senate benefits, including paid sick and vacation leave, paid parental leave, ten paid holidays, and two floating holidays. SCRFA also offers training and professional development opportunities. The anticipated start date for this position is in December 2023.

This is a non-partisan position, and the successful candidate will be expected to remain free from political party affiliation, bias, or designation for the duration of the appointment.

Responsibilities

• Develops and maintains the Senate's tax and property tax aid models used to estimate the fiscal effects of various legislative proposals.
• Collaborates with executive branch and House of Representatives staff to clean and manipulate data to model Minnesota tax and property tax aid systems.
• Drafts proposed legislation and amendments, including property tax aid legislation.
• Maintains a working knowledge of various state, local, and federal government tax programs.
• Supports Senate members and committees in their legislative oversight of executive branch activities.
• Collaborates with other nonpartisan staff to analyze information gathered from various sources, including budget forecast estimates and revenue estimates prepared by executive branch staff.
• Provides technical advice and analysis to Senate members and committees on proposed legislation.
• Analyzes the policy implications and fiscal effect of legislative proposals.
• Experience with quantitative and analytic skills, including experience with a data modeling and analysis programming language like R, Python, SAS, or similar tools.
• Experience in policy analysis in a private or public setting.

One of the following:

• A master's degree in public policy, economics, or a related field, OR
• A bachelor's degree in public policy, economics, or a related field plus five years of relevant professional work experience in the field.

Skills To Possess or Develop:
The Analyst will need to possess or develop a variety of skills to successfully perform the role of the position. SCRFA will assist the Analyst to enhance and develop the following skills:

• Present information to a variety of individuals clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with legislators, partisan and nonpartisan legislative staff, state agency staff, and others.
• Maintain composure and work cooperatively under the pressure of tight deadlines and long hours during the legislative session.
• Develop a deeper knowledge of the legislative process.
• Read, understand, and draft legislation.

This is a nonpartisan position, and the successful candidate will be expected to remain free from political party affiliation, bias, or designation for the duration of the appointment. The credibility and reputation of this office depend on maintaining its nonpartisan status.

Salary:The starting salary range is $74,083 – 128,204 with salary level within this range commensurate with experience. This salary range is intentionally broad and intended to encourage applicants of all levels of experience to apply. Future salary movements may occur based on Senate policy, tenure, and work performance.

Telework:This position works on-site in the Minnesota Senate Building and Minnesota Capitol during the legislative session. When the legislature is not in session, flexible hybrid options may be available.

Days of Work/Hours:Monday-Friday/8am-5pm. This position requires long and irregular hours and the ability to meet tight deadlines during the legislative session (typically January through May), including evening and weekend work. Additional paid time off will be available.
